If I don't want to use OWA on exchange 2000, Can I stop IIS on Exchage 2K server?
or How to disable all user to use OWA except Administrator user?

No you cannot stop the IIS services on your Exchange server.

To disable OWA for your users, try going to the properties of the AD account and uncheck the HTTP protocol.
