greetings,
could you inform me the best settings for stopping relay on exchange server 2003

i've many problem as sending mails from my address book to another users internally and externally to other domain from my mailboxes inside .
i checked smtp relay and the setting is relay only for the list where the list is empty is it okay by the way??

That setting is correct.  By default Exchange is configured to disallow relaying.  Explain why you suspect your server is being used a relay instead of something like malware. 

You can also confirm that by examining your SMTP log.  You can also perform a manual test to confirm whether you are allowing relayed messages.
