If a user turns on out of office reply for there account with exchange active sync still send email to there mobile device?

If a user enables their Out-of-Office feature, they will still be able to receive emails on their mobile device. I have just tested it. I dont believe there are any conditions you can set that would prevent syncing with your Exchange 2007 server. It is either on or off through the Management Console or Set-CASMailbox cmdlet.

OOTO does not stop any kind of access to the mailbox. You can (and I have seen) users operate with OOTO permanently turned on.
