pop3 auth on moved mailbox / Exch2003

My setup:

Exchange 2003 SP2
1 Front End server
2 Back End servers

The new Exchange server, we will call it #2, will not authentiate pop3 users when moved from Exchange server #1 to #2.

Now I should only have to run pop3 on my front end box correct?  I shouldn't have to enable pop3 on all servers in order for this to work right?  I would think it would recognize anything within its "farm", and see all information stores.

Any advice would be appreciated!
