public folders as notes style database

Does anyone know if Exchange 2003 public folders can be configured to work in the same fashion that notes does with its databases. What I am trying to do is have a number of public folders holding customer and project information which can be updated to hold more than one version of a document. When an item is posted to the folder ( say a new project for a customer ) it will hold an initial project proposal document. As the docs are opened from the public folder, I want to be able to save it back to the same post, with a different version number. Is this possible?
