Could somebody offer some advice with the following scenario.

Windows 2000 Server in Scottsdale, AZ in 10 person office
SBS 2003 server in Redding, CA with 10 person office
Windows 2000 Server in Oakland, CA with 10 person office.
All servers are joined to a domain.

Dedicated VPN tunnels with 256K connecting all three. They want to configure and use Exchange server for the organization in Redding. That should work fine for Redding, but what kind of issues should I expect in Scottsdale and Oakland?

I know this sounds like a test question, but that's the scenario.
