secure e-mail delivery question

I work for an aerospace company and our Customer Service Department manager gets a copy of all Customer Service e-mails.  We have this setup on each CS User's account by forwarding a copy of the message to X and deliver to original mailbox.

This is extremely valuable to us, as we do not have to worry about important messages slipping through when people are on vacation.

This situation leads to my question.  I would like to know what software/settings are required to prevent the original e-mail from being opened by anyone but the recipient account.

We have a customer that has done this in the past.  The original recipient was able to read the message, but any copies were blocked from reading.  The forwarded addresses did recieve a message, but it said not able to be opened (or something like that).

Any help would be appreciated.

I've seen that with third party solutions, I think Enterprise Vault has something like that.  I'm not aware of how you would do that with Exchange though.  When you forward the message by setting the delivery options to Forward to UserX, and deliverying locally a complete copy of the message is sent to UserX.
