Hi, can one choose which email to send from within outlook in exchange 2007? all users have 2 email address's with different domains. And can this be done in OWA too?

There is nothing built in to Exchange or Outlook to do what you want.  You need to use a 3rd-party product to allow the selection of a mailbox alias as the sending address.  Without it, the messages will always go out with the default SMTP address.
