where to add my mx record

I'm newbie to exchange I got the mx record from my ISP provider but I do not know where to set it up. Also does my ISP need to provide me with A record.

Your ISP or the place that holds your domain does all this for you.
You need an MX and an A record. An MX record cannot point to an IP address and that's what the A record does. The MX points to the A and the A points to the IP address.
Do you have a control panel at your domain hoster where you enter stuff or do they do all that for you?

this is what I got form my ISP.

A
204.92.106.11

MX
10 b1.actionhosting.ca.
10 b2.actionhosting.ca.

so do I create a mx record with the name above and a A record with this IP address or us my external IP address

We can't help you really.
We don't know whether that's your ISP or the domain hoster or both. We don't know whether you have a control panel to do your own domain changes or whether the hoster does it for you.

Talk to the people hosting your domain.

You do nothing with MX records in Exchange. Exchange does not need MX records within Active Directory.
